`search_notices` with `section: "Procurement"` returns CROL notice data with `id` for City Record links.
Match items between the two by name/agency to build dual links.

Two subsections:

**Solicitations Published Last Week**
- New solicitations released in the past 7 days

### ⛔ Rules
